Bayside docks in San Ferrio is considered a city in the game files so Gang members WILL spawn in that small location. It's automatically VAGOS hood in the original PS2 version after the mission, ("Saints. Mark's Bistro") for Salvatore Leone. Since flying to Liberty City in that specific mission opens up a few turfs in other locations.
Just lure 3 ballas or vagos to a third party gang's hood and kill them there. You can place the third party gang into a new hood by doing the Giver glitch. Note that this can work with the unused gangs such as The mafia, GANG9, and GANG10 but they need a territory before you can glitch them anywhere.) I hope this helps.

They are all green but when i go to stats it says that i only have 98% of territories. Is this a glitch or something? Trav97 15 years ago #2. GTA SA Definitive Edition made me realize how small the original map was. Honestly, it looks about the same size as the original Fortnite map, which isn't that bad of a size. Honestly, a San Andreas battle royale mod would be pretty dope. (And probably already exists.) It does exist but not for definitive edition.
